On September 17, 1998, Blooming Grove Police were called to the scene
of a fatal motor vehicle accident on Craigsville Road. 
 Officer Al Smith an accident reconstructionist was called
 to the scene to commence an investigation. After a month long investigation
a grand jury Indicted the eighteen year old driver and on December 30 1998,
he was arrested for Manslaughter 2nd and Assault 2nd both felonies.
After a two week trial which centered heavily on Officer Smiths reconstruction
of the accident the driver was convicted of criminally negligent homicide
and third degree assault. He was sentenced to a county Prison term four
 years for the assault and a state Prison term of one to four years for
 criminally negligent homicide.
